  11. So you can see, if we charged your shipment less, we would 
  12. have to charge someone else's shipment more.  And that would be
  13. unfair to our other customers!

  16. obviously, the only fair way that we can operate.  It is a policy
  17. that assures all our customers the maximum value for every 
  18. dollar that they spend.
